Obbligo di motivazione nelle prescrizioni di ricette mediche

In arrivo i nuovi Livelli Essenziali di Assistenza (Lea) che consentiranno di abbattere tutti gli esami che costano cari al Servizio Sanitario Nazionale.

Nel documento presentato da ministro Balduzzi si prevedono controlli su “almeno il 5%” delle ricette ed è in questo contesto che diventa obbligatorio per il medico motivare la prescrizione degli accertamenti.

Attraverso un provvedimento del genere il Ministero punta a limitare l’assistenza specialistica ambulatoriale lì dove sia strettamente necessaria con conseguente riduzione degli oneri a carico del Ssn. Insomma per risparmiare tagliando sugli esami inutili. Le Regioni dovranno attivare specifici programmi di verifica sistematica una volta che la ricetta presenti l’indicazione del presunto sospetto diagnostico: senza la reale motivazione sulle prescrizioni la ricetta di fatto sarà inutilizzabile. 

Come annunciato nei giorni scorsi l’aggiornamento dei Lea comprende anche l’esenzione per l’epidurale (per diffondere il parto indolore) e in tal senso le Regioni dovranno potenziare le strutture che effettuino procedure del genere.

Inseriti nel Lea, tra gli altri, anche l’enfisema polmonare e l’asma cronica, le malattie croniche infiammatorie delle ossa, ma anche le patologie renali croniche, la Sindrome da Talidomide (un farmaco in commercio negli Anni Cinquanta causa di gravi malformazioni nei neonati) e anche la ludopatia, come previsto dal decreto sanità e sviluppo.

In particolare sono anche state approfondite tutte le problematiche relative alla malattia diabetica, alle malattie dell’apparato respiratorio, alle malattie reumatologiche, nefrologiche e gastroenterologiche.

L’aggiornamento dei Lea è stato introdotto previsto dalla legge entro il 31 dicembre 2012, ma la proposta di aggiornamento dovrà ora passare vaglio del ministero dell’Economia.
